, P.E. (FHWA) is a Traffic Management and Operations Specialist with the FHWA Office of Operations and Resource Center Operations Technical Service Team. He manages the Arterial Management Program which is responsible for advancing objectives and performance based approaches to traffic signal management and operations. He has 20 years of experience in traffic signal operations and held positions with the City of Los Angeles and PB Farradyne before joining FHWA in 2006. He holds a BSCE from California State University Los Angeles and MSCE from the Georgia Institute of Technology. He is a registered professional engineer in California and is a member of the TRB Traffic Signal Systems

Iowa State University
(Iowa State University) is an assistant professor of civil engineering at Iowa State University. He previously worked at Purdue University for nearly seven years as a senior research scientist in the Joint Transportation Research Program. His research background is in transportation operations, with a focus on performance measures for signalized arterials and freeway operations. Automated traffic signal performance measures, a major product of this prior research, has been widely implemented across the US and internationally, and is becoming a standard tool in modern traffic control. Day's current research focuses on further applications of new data sets in operations and analysis, with a particular interest in connected and automated vehicles.
Samuel Harris, Georgia DOT
(Georgia DOT) graduated from Georgia College with a Bachelor's in Science and Georgia Tech with a Bachelor's and Master's in Civil Engineering. Samuel has been working with GDOT's Office of Traffic Operations for a little over four years. During his time at GDOT, Samuel served as one of the Supervisors for the Regional Traffic Operations Program (RTOP). During his time in RTOP Samuel led a team of consultants to actively manage approximately 2000 signals in the Metro Atlanta Area and serves as a subject matter expert in ATSPM for the Department. Samuel is also the PM on the development and maintenance of the newly created Mark1 tool. This tool was created by GDOT and provides as a supplement to ATSPM by providing a high level trend analysis on signal performance measures. Samuel is now currently the State Safety Program Manager.
Justin Effinger, Lake County DOT

, P.E. (Lake County DOT) has been a principal engineer with the Lake County Division of Transportation for over 1 year and manages the LCDOT's Automated Traffic Signal Performance Measures website. He has over 7 years of experience in traffic signal design and operations. Prior to joining LCDOT, he was the lead traffic signal engineer for the Wisconsin DOT Southeast Region (Milwaukee metropolitan area), providing innovative traffic signal solutions. Justin received a BS in Civil Engineering and a MS in Engineering from the University of Wisconsin - Milwaukee.
Ryan Legare, Lake County DOT
(Lake County DOT) has been with the Lake County Division of Transportation for over 10 years, with the most recent 4 years as the TMC manager. His experience includes maintaining all the core ITS equipment, creating various programs for processing traffic counts and archiving Waze travel times, and redesigning the PASSAGE smartphone apps. Ryan received a BA in History from Northeastern Illinois University.
