TIMS Integrated Performance System (TIPS) to Measure and Improve Traffic DataManagement and Maintenance

by Illinois State Toll Highway Authority (ISHTA)

This project addresses the issue of managing a rapidly expanding ITS system in order to properly implement it, demonstrate results, provide efficient, effective presentations to management, and make information-based decisions.

In 2013, the Illinois Tollway ITS team initiated the TIMS Integrated Performance System or TIPS because ITS expansion for the Illinois Tollway is occurring at a rapid rate. With this level of ITS investment, it was recognized that measurements are required to answer major information needs.

This project is unique in terms of:

  • Flexibility: Customizable reports provide multiple ways to access information
  • Efficiency: Concise and clear roadway and equipment performance metrics.
  • Appeal: TIPS information is easy for multiple audiences to comprehend.
  • Clarity: The information supports short term actions in a very obvious way, demystifying ITS and specifically TIMS.

Other Finalist Projects included:

  • Illinois Department of Transportation Automated Lane Closure System by IDOT - The Project eliminates the need for manual input of contractor and maintenance related lane closure requests by developing an automated system to manage lane closures.
  • Traffic and Incident Management System (TIMS) Smart Work Zone Updates for Improved Traffic Operations and Management by ISHTA - This project promotes more efficient and effective communication to drivers in long work zones; ensures more accurate measurements of work zone performance; manages ITS devices across various contracts.
